You should play at least 1 Grovyle, even if you have Rare Candy. Then, add 1 Tangrowth SF as tech, it can be useful sometimes. You also might play 1 Shaymin Lv.X sky form for backup hitting. 1 Spiritomb AR helps getting set up if you don't draw into your Bebe.
Well actually i've already played with a SF Tanny, and it literally killed the deck. It didn't help that much. It has a great healing power for sure but else than that i think it sucked pretty bad.. Also i didn't put Shaymin sky form in because i think that 3 lv. x's is 1 too many. Spiritomb is always a great idea, and i'll try to play with it (;

You should run 4 Bebe's Search for consistancy. Then, replace all Professor Oak's Visit with Felicity's Drawing or Volkner's Philosphy. They have more draw power and get you Grass Energy into your discard pile for Tangrowth Lv.X. As stadium, I personally prefer Miasma Valley in a Tangrowth deck, since it can immediately cut the opponent's HP, making Swallow Up more likely to hit for 120. But Dawn Stadium is good in this deck as well, so it's your choice.
Well it's a great idea, but i normally don't use Big Growth unless tanny has a low HP. And then i put all energies on Shaymin to get a nasty free attack(could be better i know). And yerh Miasma Valley is a great card to add, and i've already thought a little bit about putting in in. So i think i'll try it on ^^

You can get them in the Pokémon league at Cynthia's season which is running right now in January.
Oh didn't know that. I've been sick for about 2-3 months so i haven't been to the leage ^^'

Well i normally don't retreat, but it might be an idea :/
