Community Council
TITLE III
THE COMMUNITY COUNCIL
Article 6
The Community Council shall determine the rules of the Union and monitor the actions of the Administrative Council.
It shall make decisions by a majority of its members.
It may delegate certain functions to committees.
A decision of the Community Council shall determine the rules of procedure, guidelines and general functioning of the Community Council.
Article 7
The Community Council shall consist of the moderators, the national representatives and individuals appointed by the President of the Union.
The President of the Community Council shall be elected by the Community Council from among its members.
Article 8
The Community Council may establish committees.
The President of the Community Council shall appoint the members of a committee from among the members of the Community Council.
The number of members of a committee of the Community Council shall not be divisible by two.
Two-fifths of the members of a committee may with the consent of the President of the Community Council refer a decision or action by the committee to the Community Council.
Article 9
Both the Administrator and members of the Community Council shall have the right to propose decisions.
Decisions proposed by the Administrator shall be discussed in the Administrative Council and shall then be submitted to the Community Council.
Article 10
The Community Council may adopt resolutions according to the rules of the Union.
Article 11
The Community Council shall nominate one of its members for appointment as Administrator in the event of:
the resignation of the incumbent Adminstrator;
a resolution of no-confidence;
the position of Administrator otherwise becoming vacant.
The President of the Community Council shall recommend to the President of the Union that he or she appoint the member nominated by the Community Council.
Article 12
The President of the Community Council may propose to the Community Council that one of its members, who is not a member by virtue of holding the position of a moderator, be dismissed in cases of serious misconduct, deliberate or consistent inactivity.
If the President of the Community Council proposes that a member of the Community Council be dismissed, the member in question shall have the right to present an explanation or defence to the Community Council within a window of seven days. The Community Council shall proceed to consider the proposal to dismiss the member by two-thirds of its members.
The President of the Community Council shall recommend to the President of the Union that he or she terminate the appointment of a member dismissed by the Community Council.
