TITLE IV
THE PRESIDENT OF THE UNION
Article 13
The President of the Union shall ensure due respect for the Constitution. He or she shall ensure, by his or her arbitration, the proper functioning of the infrastructure of the Union.
He or she shall be the guarantor of technical stability, legal integrity and due respect for inter-community agreements.
Article 14
The President of the Union shall be irremovable from his or her position.
A decision of the Community Council shall determine the qualifications, requirements and rules of procedure for the election of the President of the Union.
Article 15
The President of the Union shall, subject to the rules of the Union, appoint the members of the Community Council as well as the moderators and, when they submit their resignation or if the Community Council adopts a resolution to dismiss them, terminate their appointments.
Article 16
The President of the Union shall appoint the national representatives upon nomination by the national partners and, when they submit their resignation, are recalled by the national partners or if the Community Council adopts a resolution to dismiss them, terminate their appointments.
Article 17
The President of the Union shall appoint the Administrator upon nomination by the Community Council. He or she shall terminate the appointment of the Administrator when the latter submits his or her resignation or if the Community Council adopts a resolution of no-confidence.
On the recommendation of the Administrator, he or she shall appoint the other members of the Administrative Council and terminate their appointments.
Article 18
The President of the Union shall approve decisions of the Community Council within three days following the adoption of a decision and its transmission to him or her.
He or she may, before the expiry of this time limit, ask the Community Council to reconsider, by two-thirds of its members, a decision or any parts thereof. Such reconsideration shall not be refused.
Article 19
Decisions of the President of the Union, other than those provided for under articles 13 (paragraph two), 15, 16, 17 (paragraph one) and 18, shall also be approved by the Administrator and, where required, by the assistant administrators concerned.
